About ORC

Aloha! We are the Office of Research Compliance and we are here to help. The Office of Research Compliance (ORC) assures the public that research at UH is performed responsibly. Established in 2012, ORC provides support and services to the University of Hawai‘i system of 10 campuses..

We assure that research conducted in the system complies with federal, state, and university policies. Our office:

  • Develops research compliance policies, procedures and guidelines
  • Receives and handles allegations of research misconduct and whistleblower retaliation
  • Approves, and monitors adherence to, research protocols
  • Educates researchers on the responsible conduct of research
  • Assists researchers in obtaining permits for importing regulated biomaterials into the state of Hawai‘i
  • Promotes an environment of research excellence

Our Mission

To enrich and protect researchers and the research enterprise at the University of Hawai‘i through education in, and assurance of, responsible research practices.

Fulfilling this mission will enhance the stature of the University of Hawai‘i as a top-tier system of institutions better enabled to recruit and retain exceptional faculty, students, and staff, and to attract major funding from both public and private sectors.

Program Areas

ORC oversees research with human participants, animal subjects, and biomaterials; educates researchers about the responsible conduct of research; and provides animal husbandry and veterinary services. Our program areas include:

Animal Welfare

  • Protects the care and welfare of animals used in research.
  • Oversees, through the Office of the System Veterinarian, the health, well-being, and clinical care of most vertebrate animals used in research, testing, and teaching system-wide.
  • Administers the Institutional Animal Care and Use Committee (IACUC), which reviews, approves, and monitors laboratory and field research protocols and instructional activities involving vertebrate animals to help ensure they are used and cared for ethically and humanely.

System Veterinary Services

  • Protects the health and care of laboratory and other vertebrate animals used in research, teaching, and service.


  • Protects personnel, environment, and public from exposure to infectious agents.
  • Administers the Institutional Biosafety Committee (IBC), which reviews, approves, and monitors researcher adherence to research and teaching protocols that involve potentially infectious agents and recombinant materials.
  • Helps protect personnel, the environment, and the public from exposure to biological agents (including select agents and toxins), microorganisms, and recombinant genetic materials.

Human Studies Program

  • Protects the health, welfare, rights, and dignity of people who participate in research.
  • Administers the Institutional Review Boards (IRBs) that evaluate, approve, and monitor new and continuing research protocols involving human research participants.

Research Integrity Program

  • Addresses allegations of research and scholarly misconduct.
  • Protects integrity of research conducted by members of the UH community and/or utilizing UH/State of Hawai‘i resources.

Export Controls

  • Serves as the main resource for UH administrators, researchers, and other faculty and staff who are involved with research projects and business matters which require the review and execution of certain types of unfunded contractual agreements that may be subject to various U.S. laws and regulations.
  • Responsible for assisting researchers in complying with complex and ever-changing U.S. laws and regulations which regulate certain strategic information, technology, and services, through training, providing advice and classification assistance, preparing and submitting license applications to Federal agencies, conducting assessments, and administering applicable UH policies and procedures.

University of Hawai‘i Assurances and Registrations

The Office of Research Compliance (ORC) administratively supports the compliance oversight activities of the Human Studies Program, Animal Welfare Program, Biosafety Program, Research Integrity Program, and Animal Veterinary Services for institutions in the UH System.

For the University of Hawai‘i (UH) to conduct research and provide instruction to students, and for the system’s institutions to receive federal awards, contracts, and government subsidies, UH is required to comply with federal agency assurances and licenses of registration.
