Service for Non-UH Entities

The UH Animal Welfare Program administers service charges for Institutional Animal Care and Use Committee (IACUC) protocol development, review, and approval for non-UH Entity users. Also included in the service fee schedule are associated costs for conducting facility and performance site inspections or monitoring for non-Entity users and on a case-by-case basis UH Entity users. IACUC semiannual reviews are required by federal law. More frequent inspections may be required due to facility deficiencies. The Non-UH entity is required to pay for additional inspections and/or expenses associated with increased oversight. See Fee Schedule below for rates.

A Memorandum of Understanding (MOU) between the University of Hawaii, Office of Research Compliance, and the Non-UH affiliated entity is required and payment must be received in advance prior to any services provided by the UH. Non-UH entities (individuals doing the research as well as the company/legal entity) will be verified using a “restricted parties screening” through the UH Office of Export Controls.

The Animal Welfare Regulations and Public Health Service Policy require all personnel involved with the care and use of animals must be adequately educated, trained, and/or qualified in basic principles of laboratory animal sciences to help ensure high-quality science and animal well-being; and that all training of Program personnel should be documented. Completion of CITI training is required before an individual can be listed as project personnel on an IACUC protocol. See Training information for more details.

As a condition of funding, many agencies require that an IACUC evaluate animal use protocols for appropriateness of the activities to determine necessity of the work through scientific justification and the humaneness of the procedures that will be experienced by the animal  subjects. UH IACUC protocol information, including how to access Topaz and how to submit a protocol, as well as the IACUC Meeting and Deadline schedule can be found on our website. UH reserves the right to decline providing IACUC review.
